Alberta Schools Alternative Procurement (ASAP) Phase II Project
On January 30, 2008, the Government of Alberta announced an Alberta Schools Alternative Procurement (ASAP) Phase II project. The project includes the construction of two bundles of schools: four design-build high schools for the communities of Calgary, Edmonton, Sherwood Park and Spruce Grove; and 10 K-4, K-5, Grades 5-9 and K-9 schools constructed under a public-private partnership (P3) arrangement for the communities of Calgary, Edmonton, Langdon and Okotoks. This capital infrastructure project aligns with Premier Ed Stelmach’s government priority and the Minister of Education’s goal to provide schools to meet the needs of a growing economy and population.
The Alberta government awarded the ASAP II P3 project to B2L Partnership (B2L stands for Build to Learn) on April 15, 2010. The project includes the design, build, finance and 30 year maintenance of the new schools, which are scheduled to be open for students in September 2012.
New Schools
The new schools will be built to provincial standards and will use a standard core design. The core school building will include the essential elements of a school including a gymnasium, library, administration offices, washrooms, classrooms and high-performance modular classrooms. The schools will be built to achieve (at a minimum) Leadership in Energy and Environmental Design (LEED) Silver certification.
In addition to the design and construction, the ASAP II project also includes maintenance and renewal of the schools over a 30 year period and the provision of private sector finance. Ownership of the schools remains with the school boards.
School Boards' Responsibilities
The following will be the responsibility of the school boards:
- Education services for students;
- Custodial services including day-to-day monitoring of boilers, and after hours scheduling of heating and ventilation; and
- Supply, installation, maintenance and replacement of furniture and equipment.
